R – Reference Verse

Acts 8:14-17 (NASB)

14 *"Now when the apostles in Jerusalem heard that Samaria had received the word of God, they sent them Peter and John, 15 *who came down and prayed for them that they might receive the Holy Spirit. 16 *For He had not yet fallen upon any of them; they had simply been baptized in the name of the Lord Jesus. 17 Then they began laying their hands on them, and they were receiving the Holy Spirit."

E – Entry Point (Modern-day importance)

In our country today, religion is very emotional and often very mystical. Many Filipinos are naturally drawn to faith healers, modern "prophets," and churches that promise dramatic, supernatural experiences. If you browse religious videos online, you will see preachers claiming to baptize people in the Holy Spirit, causing them to fall backward, shake, or speak in unintelligible tongues.

Because of this, many faithful members of the Lord's Church sometimes feel confused or insecure. They ask, "If I don't speak in tongues, do I really have the Holy Spirit? Is my water baptism enough, or am I missing a 'second blessing'?" Today, we are going to look closely at Acts 8 to clear up this confusion. We will discover the beautiful, biblical distinction between the indwelling of the Spirit that saves us, and the miraculous gifts of the Spirit that were used to build the early church.

C – Context (Historical and Scriptural Background)

Philip, an evangelist, had gone to the city of Samaria and preached the Gospel. The Samaritans believed and were immediately baptized in water for the forgiveness of their sins. At the moment of their baptism, they were fully saved and added to the church.

However, God intentionally withheld the miraculous manifestation of the Spirit (like speaking in tongues or prophesying) from them. Why? Because for centuries, the Jews and Samaritans hated each other. If Philip started a fully miraculous church in Samaria by himself, the Jewish Christians in Jerusalem might not have accepted them. God required Peter and John—prominent Jewish Apostles—to travel there, lay their hands on the Samaritans, and personally impart the miraculous gifts. This proved to the whole world that Jews and Samaritans were now perfectly equal and united in one church.

H – Honor (Celebrating Truth Seekers)

I want to take a moment to honor the quiet, steadfast believers in this congregation. You may not claim to speak in tongues, you do not boast about having visions, and you don't seek flashy, emotional displays of religion. Instead, you show the Holy Spirit's presence in your life through the fruit of the Spirit: love, joy, peace, patience, kindness, goodness, faithfulness, gentleness, and self-control.

You wake up every day, provide for your families, help your neighbors, study your Bibles, and serve the church faithfully. The religious world might call you "ordinary," but heaven calls you faithful. You prove that the greatest evidence of the Holy Spirit is not a miraculous sign, but a transformed, holy life.

A – Admonish (A Call to the Errant)

At the same time, we must strongly correct the false teachings that diminish water baptism. There are religious groups today who twist Acts 8 to teach that water baptism is "not enough." They claim you need a separate, highly emotional "baptism of the Holy Spirit" to truly be saved.

We must also admonish the tendency to chase after signs and wonders. When our faith is based on goosebumps, dramatic healings, or emotional highs, our faith will crash the moment life gets hard. We must stop looking for modern-day apostles and fake miracles, and start resting firmly in the completed, perfect, and powerful written Word of God.

R – Reteach (Key Points)

1. The Foundation: The Indwelling is Universal for All Christians (Romans 8:9)

"You, however, are not in the flesh but in the Spirit, if in fact the Spirit of God dwells in you. Anyone who does not have the Spirit of Christ does not belong to him." The Bible is clear: if you do not have the Holy Spirit, you are not saved. Since we know the Samaritans were saved when they believed and were baptized, they absolutely received the indwelling Spirit. Therefore, the Spirit that had "not yet fallen" on them in Acts 8 was strictly the miraculous measure.

2. The Blueprint: Baptism First, Miracles Second (Acts 19:5-6)

"On hearing this, they were baptized in the name of the Lord Jesus. And when Paul had laid his hands on them, the Holy Spirit came on them, and they began speaking in tongues and prophesying." This event in Ephesus perfectly mirrors Acts 8. Notice the two-part sequence: First, they were baptized in water (receiving salvation and the indwelling Spirit). Second, an Apostle physically laid hands on them to impart the miraculous abilities.

3. The Restriction: Miracles Required an Apostle's Presence (Romans 1:11)

"For I long to see you, that I may impart to you some spiritual gift to strengthen you." Paul wrote to the church in Rome, which was full of baptized, saved Christians. Yet, they did not have miraculous gifts. If believers could just pray to get miracles, Paul wouldn't have needed to travel to Rome. He had to be there physically because only Apostles could impart these gifts.

4. The Confirmation: A Specific Impartation (2 Timothy 1:6)

"For this reason I remind you to fan into flame the gift of God, which is in you through the laying on of my hands." Paul explicitly reminds Timothy exactly how he received his miraculous spiritual gift: it was transferred through Paul's physical hands.

5. The Distribution: Not Everyone Performed Miracles (1 Corinthians 12:28-30)

"Do all work miracles? Do all possess gifts of healing? Do all speak with tongues? Do all interpret?" In Greek, these questions demand a "No" answer. Even in the first-century church, when miracles were active, not every Christian had them. If the miraculous measure was the same as the indwelling measure, every Christian would speak in tongues. But they didn't.

6. The Purpose: Miracles Were Temporary Signs (Hebrews 2:3-4)

"...it was declared at first by the Lord, and it was attested to us by those who heard, while God also bore witness by signs and wonders and various miracles..." Why did the early church have miracles? Because they didn't have the New Testament yet! Miracles were the "scaffolding" God used to build and verify the church. Once the building (the completed Bible) was finished, the scaffolding was removed.

7. The Conclusion: We Now Have Something Better (1 Corinthians 13:8-10)

"As for prophecies, they will pass away; as for tongues, they will cease... but when the perfect comes, the partial will pass away." Paul promised that the miraculous gifts were temporary ("partial") and would cease once the "perfect" (the completed revelation of God's Word) arrived. We are not missing out today; we are actually living in the better, completed era of the church!

G – Generalize

God's design for His church is flawless. In the beginning, He used the hands of the Apostles to pass on miraculous gifts to believers like the Samaritans. This proved that the Gospel was from heaven and brought Jews and non-Jews together into one family. But as the original Apostles died, those temporary miraculous gifts fulfilled their purpose and ceased. Today, we do not rely on fading signs and wonders; we rely on the enduring, perfect Word of God. Every believer who is baptized in the name of Jesus Christ receives the full, saving, indwelling presence of the Holy Spirit.

E – Encourage (The Final Charge)

Brothers and sisters, you are fully equipped! You do not need to look for a "second blessing." You do not need a modern-day prophet to lay hands on you. When you went down into the waters of baptism, the blood of Jesus washed away your sins, and the Holy Spirit of God made your heart His permanent home! Walk confidently this week. Let the Spirit guide you through the Scriptures, let Him comfort you in your prayers, and let your holy, loving lifestyle be the greatest "miracle" the world ever sees!
